Under Arkansas Code Section 6-18-2503, eligible expenses include tuition and fees, curriculum, supplemental materials, tutoring, educational therapies, technology (excluding TVs, video games, and cell phones), testing fees, school supplies, and transportation. One important rule to know: Act 920 requires that at least 75% of your funds go toward core educational expenses like tuition, curriculum, and direct instruction. The remaining 25% can be used for supplemental materials, extracurricular activities, physical education, and field trips. Curriculum kits and educational materials that include a standards-aligned curriculum guide can fall under either the "curriculum" category (75% bucket) or the "supplemental materials" category (25% bucket) depending on the scope of the product.
The state uses an "ordinary and necessary" standard when reviewing purchases, meaning expenses should be legitimate, reasonable, and clearly connected to your child's education. Well-documented purchases with a clear educational purpose are more likely to be approved than vague ones.
